I've already spoken with Mike via PM. It was a new employee and an honest mistake. He said he'd take care of it. And it's also my mistake IMO for not speaking up in the shop. I'm just so used to gun shop FUD that I didn't want to bother. That was an incorrect assumption on my part in this case.

This!! BUT WAIT until you have your gun in hand...There wrong on both parts. It's not illegal to exchange money in store. It's just bit polite to do so.
And the PTT charge is wrong. I would wait till after your 10 days. And bring in a print out for them to reference and read. Then ask for the difference to be refunded. Do this after you have revived your firearm and put away in the car.
If they say"NO". Politely let them know you I'll be getting the higher ups involved and will be reporting them.

Unless MudCamper or Rinkor16/Mike Rinkor have something to add (PM me and I'll open the thread for you), I believe we're done here.ARCHIVED Calguns Foundation Wiki here: http://web.archive.org/web/201908310...itle=Main_Page
Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!Comment

Thanks, Librarian, for reopening this so I could post the final outcome.
I stopped by Rinkor Arms today to pick up my PPT handgun. Brian (the manager there) refunded me the entire $60. So he refunded the fees and paid my DROS fee for me. I tried to at least pay that but he insisted. So they lost money on this. But they will definitely have my future business.
Thank you Rinkor Arms.Comment
