    PPT fee

I went to Rinkor Arms in Santa Rosa today to do a PPT.

After filling out the paperwork, I was charged a $60 fee for the transfer.

I was surprised that I was paying more that $35, but I didn't argue with them. Even when FFLs and gun store employees are wrong, I never disagree with them. I don't want to be that guy. I just paid it. And who knows, maybe I'm the one in the wrong.

So, has the law changed? I thought it was illegal for an FFL to charge more than $35 for a PPT? ($25 for DROS and $10 max PPT fee) This was not an online order. This was not a store purchase. Both of those the FFL can charge whatever they want. This was a transfer between two individuals (myself and a fellow CalGunner, nice guy BTW) who just needed to comply with CA law, so we came to a local FFL.

So, has the law changed? Can FFLs now charge more than $25 + $10?

And on a side note, we were asked not to exchange money in their store. The clerk stated that it was illegal for us to do so. While I understand if they do not want us to do so, and I honor that, is that correct? Is it illegal for two individuals to exchange money for their PPT in the FFL's place of business? Seems fishy to me.

    Thanks.

ETA: Original fee charged was just an error, by a new employee. Rinkor has gone above and beyond in making it right. They refunded my entire fee (details in post 19).

There wrong on both parts. It's not illegal to exchange money in store. It's just bit polite to do so.

And the PTT charge is wrong. I would wait till after your 10 days. And bring in a print out for them to reference and read. Then ask for the difference to be refunded. Do this after you have revived your firearm and put away in the car.

If they say"NO". Politely let them know you I'll be getting the higher ups involved and will be reporting them.

That is a bit extreme and unfriendly. I think it would be better to politely point out the error.

Although, I did in the past, on their Yelp page. I described how their fee schedule that was posted there was incorrect with regard to PPTs. Their response was to have Yelp delete my post. (Yelp sucks, but that's another topic.)

OK, link to the CA DOJ BOF FAQ: http://oag.ca.gov/firearms/pubfaqs

Q/A 13 and 14 lay it out. $10 max over DROS.

And here is a thread on the subject linked from the master FFL FAQ: http://www.calguns.net/calgunforum/s...d.php?t=117004

So, based on this, Rinkor Arms is clearly overcharging people and violating the law.

The reason I even posted this question is that it's been a long time since all this info was posted, and I honestly wondered if the law had changed.

This was not an oversight on the part of the gun store.

It says right on their website that private party transfers are $35.

Transfers from an FFL $25 state fees and $35 service fee. Total cost $60.
Private party transfers $25 state fees and $10 service fee. Total cost $35.
Firearm shipments to an FFL: $25 plus shipping charges.
DOJ fees are fixed at $25 (DROS + Firearms Testing fee + Safety and Enforcement fee)

So maybe it was just an error by the particular employee. I will simply ask for a $25 refund when I pick up the gun. No harm no foul.

I would certainly give them every opportunity to fix it amicably. However; I would also go during DOJ business hours and keep their number handy so you can help the business figure out their mistake with the help of a phone call to the DOJ.

In other words, be polite first but don't leave without your money. :-)

Who helped you at the shop today?

It should only be $35 on PPT's.

I'm sorry I am not sure, because it was someone who I did not recognize from my previous visits. Sounds like this is an honest mistake. Thanks for clearing that up.

I would call Mike directly at the store. This way Mike can look up exactly who waited on you.
No offense Mike but your response doesn't seem very genuine. No apologies?
