    Hypothetical question along these lines:

If I'm planning to purchase a new gun from an FFL, and I want to PPT a gun as well at the same time, is it possible to pay just $35 for the PPT/DROS and get a free DROS on the new gun purchase?

I realize this would be up to the FFL as well.

Yes, if you do the PPT at the same time as the other purchase, there is only one $25 DROS fee.

It is not really up to the FFL. It just matters whether it is done at the same time.

Thanks for the info. I called the FFL in question and they said, since they are 2 separate transactions, they will need to be DROS'd separately. Oh well.

          How do so many FFLs:
          1) Not know the law
          2) Not know the system we all spend HOURS a day on?

It isn't January 3rd anymore, there is no excuse to not know the system.

they mean that they decided to do them as two entirely separate transactions, not that the DES system required them to do so.

The DES system will allow them to do the first PPT, and then immediately do a second PPT wiithout "closing" the DROS. they would do a second PPT and it would allow them to enter the second seller's info, with the buyer's info staying the same.

It does not matter in the least that it is two separate transactions. If all the DROS are submitted at the same time, there is only one $25 DROS fee.

As others have said, they don't know what they are talking about. Their being stupid does not mean that you should have to pay more.

                ***UPDATE***
I picked up my guns from the FFL today and asked about the PPT fees they had charged me. They called their DOJ rep who explained to them what the fees were supposed to be and they refunded my overpayment. Final cost for all 3 guns was $55. Thank you all for your help and advise on this.

I've got some good news to share as well.

I asked the FFL again today at the start of the PPT and they flat out insisted since they were two separate transactions, they needed to be DROS'd separately. I didn't push the issue and politely asked if he could "just leave the DROS open and see what happens". I was prepared to pay for the transactions separately.

We finished the PPT, I paid the $35 fee, and we started the purchase paperwork. As he started entering details into the system, he said, "well it looks like we will be able to piggyback the purchase into the DROS system as well saving you $25."

I tipped him $10 & change since he was working about an hour straight on my 2 transactions. Win-win. Looking forward to pick up date in 10 days.

Not sure the FFL wants this info broadcasted since it is not their official policy, but feel free to PM me. It's a shop within a 25 mi radius of Dublin that does SSE's.

That is the policy of the CA DOJ, as well as the CA PC, and there is no reason to exit out and start over again. Each DROS is completely separate, it does not matter the transaction, the link is to submit another DROS for the same person, all of the options remain.

I suspect it is just a learning issue for FFLs since things have changed since 01-Jan-2014.
