    New CA DES/DROS System

    Verizon's contract with CA DOJ will expire on 12/31/13 and will not be renewed. CA DOJ will take on the job of running the DROS Entry System (DES).



    They seem to make a big deal out of the 10-day wait and are going to somehow "specify the process of delivering a firearm following submission of a DROS". If I'm reading this correctly, dealers will now have to log in on the day of delivery and input the delivery information. Wasn't that scenario already proposed in a bill and defeated a few years ago? Seems they are going to implement it anyway. Apparently, they seem to think there is a big problem with dealers releasing the firearms early. They are going to go ahead against the will of the legislature and implement this anyway.

    Anything else in there that looks draconian?

      I was going to complain about that meaning they are retaining long gun data longer than 15 days, but then I remembered, why yes they are.
      www.tenpercentfirearms.com was open from 2005 until 2018. I now own Westside Arms.

        Hopefully with the new system the DOJ will get with the times and allow us to use other web browsers than IE as well as have full security measures in said browser vs. the need for IE to be wide open.

            I just hope they don't go back to DOS when the state takes it over.

                Dealers can see what the new system will feature in the "Bulletins" section of the DROS software today. I'm not posting the PDF because I am too lazy to redact the phone numbers which are meant for dealers.

                Items to note:
                1) Handguns can be combined with Long Guns for a SINGLE DROS Transaction Fee when all run at the same time
                2) FDAS goes away and is part of DES (DROS Entry System)
                3) Multiple Accounts per site for employees vs. 1 per dealer
                4) A "Delivered Gun" button which is only active after 240 hours and must be pressed for the delivery of each firearm
                5) You can start enrolling in new system (https://des.doj.ca.gov) 11/4/2013, becomes effective 1/1/2014
                6) MAXIMUM Delay 30 days. After that you're allowed to release firearm even if DOJ is "undetermined".
                7) 90 days of history to make corrections, cancelations

                  Firearm Safety Device (FSD) – Select the method that the purchaser is using to comply with the FSD requirements. (For information regarding Roster of Firearms Safety Devices Certified for Sale, see the Office of the Attorney General’s website: http://oag.ca.gov/firearms/fsdcertlist.) Note: This field will not display when the waiting period exemption is for a peace officer.

                  i. Antique – Select this type if the firearm is an antique pursuant to federal law
                  .
                  ii. Approved Lock Box – Select this type if the FSD is a DOJ Certified Lock Box.

                  iii. FSD Purchased – Select this type if the Purchaser is purchasing a DOJ Certified FSD that is not included with the purchase of the firearm.

                  iv. OEM – Select this type if the firearm being purchased comes with a Certified FSD from the manufacturer.

                  v. Safe Affidavit – Select this type if the purchaser provides an affidavit that they own a Certified FSD Gun Safe.
                  Which one to chose if the dealer has a trade-in program or gives away free child-safe locks?


                  Peace Officer Non-Roster Handgun Sale
                  Select the Peace Officer Non-Roster Handgun Sale transaction type when the individual purchasing the handgun is a peace officer and has a letter from his/her law enforcement agency giving permission to purchase a non-roster handgun.

                  10)When the purchaser is ready to pick up their firearm, the Deliver Gun button must be clicked. The system will record the time and date that the firearm was delivered, as well as the DES user who delivered the firearm.
                  Seems to be in real time. I hope the DES system is up 24/7 because I have delivered firearms before 0700 before.

                    My question is whether you can use any computer or if Windoze is still required. It is supposed to not be vendor specific. It claims that it should.

                    I think that the big change is that the DROS fee is for one complete transaction, which includes dealer sales, PPTs, handguns and long guns all together.

                    The deliver firearm button should also eliminate the 11 days waiting periods since then the FFL can not make a mistake.

                    I like the warning that if you close the window, it is can cause problems logging back in "within a short period of time".

                    I wonder if the time out actually will cause the transaction to get suspended or cancelled.

                    There is mention of passwords expiring and having to be changed. It says that you have to change your password every 90 days.

                    Since each user has to use their own account, that might make a shared computer a bit of a problem. I wonder if a single machine can have multiple windows open with different users, but since the login expires after 30 minutes, this might mean that the user has to login each time.


                    If a humorous note, since it takes no time to do a transfer, who do I bill my time to in order to learn all this stuff :-).

                      The guide shows firefox screen shots; so, I'll assume it will work with mozilla.

                      The password thing is going to be a PITA.

                        Yeah, but my base OS is Linux and I run a virtual machine for Windoze, which is a bit of a pain.

                        It would be nice if the system was up for us testing it.

                              One DROS PERIOD.

                              Any number of handguns, any number of long guns, mix of dealer sale/transfers and PPTs.

                              I am not sure how it is going to work, but that is what is supposed to happen.
