Permanet resident "green card" needs 3months proof

I have a PPT that came through the other day, the purchasing party swears up and down the law was changed and he needs not prove hes been here 3 months, im refusing to tranfer the gun to him without this info, am I wrong and hes correct? All i can find says yes Im right, please feel free to chime in, thanks guys.

I believe this is about the only thing that Obummer has done to help the gun community and change the proof of residence requirements for green card holders. But a check with BATF should clarify that for certain.

BTW, that is why the 4473 was changed in April 2012.
