    Could be both. I went to a BATF seminar for FFLs and some of the questions/comments were interesting and of a concern since it was clear that some did not have a clue.

      Gotchya. I'm going to check with my local shop tomorrow and hopefully they can help out. Only $10 more for the transfer, but it'd save me an hour and a half of driving round-trip, twice. Just in case, is there somewhere that states the whole DROSing a lower as a pistol rather clearly that I could show them?

        I think there's some confusion here. Roushstage, are you a LEO? I saw you said "proper ID" , but don't want to assume you are an LEO. Your ffl is wrong about the life of a lower, but unless you are LEO you can still not dros a lower as a pistol lower.

            I wonder how LEOSA would play into this. Granted there is no ca case law nor does anyone want to be that guy. But in reality LEOSA could even be used for the duty rifle so the department didn't need to issue agency letterhead letters.
