      That is what I figured but I also wanted to be sure to be legal as well. There are two outfits that do good anodizing in our area and I'll contact them to see what their policy is.

        it is legal, although some FFLs might not know what to do and/or might not want to deal with it because they don't know what to do and think it is illegal.

            The more I think of this, I think I'm still a bit confused. I will be machining an 80% lower and I will want to send this out to be finished at a shop that specializes in this (Cerakote, Anodize, etc.).

            Will I be able to legally do this myself (with or without engraving with my own assigned SN) or will I need to go through an FFL to send it for me, and then receive it back from the finishing shop?

              I was told that for such a firearm that the FFL is to log what they have, plus it is a good idea to get a copy of the person's ID.

              You can send firearms yourself, assuming that the place is ok with that.
