I'm not an FFL, but I would imagine you log it the same way you'd log an old cheap firearm that doesn't have a serial number (a lot of old .22s don't have one) - without logging a serial number.

I put none or no serial number. That is long guns only. Handguns must have a serial number.

FYI, there are old handguns which don't have a serial number.

The problem in this case is not that there isn't a serial number, but there is no make, no model, no nothing.

So how does one log it, if at all? Does this mean, say, an 07 FFL cannot work on a home-made firearm?

That would be a question for the BATF. Personally, I would not touch one until I had the answer to that. If it was worked on the same day, it does not need to be logged, but as a FFL I would not allow such a firearm to be around my business until I know how to deal with it officially.

The 07FFL can not complete the firearm.

Require evidence that it is a finalized and working firearm

Just like the big companies put those shot up targets in the box to show that the firearm is working.

With something like that in hand it would be just like doing a mod to a Remington or Winchester from the factory.

The thing is, it's a homebuilt with no markings.

I sure wouldn't touch it. A post-1968 US made complete receiver for such a firearm always needs a serial number. I think that receiver is not legal.

In accordance with current Federal laws/regulations...
A firearm made by a non-FFL for personal, use does not require identifying markings (make/model/caliber/serial number).

If it has a barrel, the barrel will have a caliber. If not, then it is multi. That is the least of the issues.

I will be completing an 80% lower soon and want to send it out for finishing. Prior to this, I may have it engraved with identifying marks and possibly my own serial number but I may choose to have it finished first (Cerakote, Anodize, etc.).

So, no problem in me sending it to a finishing shop for this work as an individual owner with or without identifying marks/SN (not FFL)?
