Now that is funny. For all the times it was said that something is questionable, at best (often actually illegal), but it is suggested that it can still be done and then in this case where it is clearly legal, refusing to do it.

For the most part it is a waste of money to DROS a named lower, but if the customer does not plan on making a semi-auto out of it, then it is not an issue, other than documenting that to CYA.

Further, did your friend really plan on just leaving it unbuilt forever and never putting an upper on it? If so, then he would be fine. If not, he was planning on committing and possessing a felony.
You should say a semi-auto upper on it since a non-semi-auto upper would be fine.

I guess I'm bummed (for my buddy) I didn't see it was listed. I figured since RifleGear sells a CA version Bushmaster Patrolman, this complete lower from Brownell's was the same. Since he wants a semi-auto, it was the right thing to have happen.

I think it was Brownells who a customer ordered a lower from and the description on the web page did not match the item that was sent and what was sent was a named lower, so it got sent back as it was useless for the customer. It was not illegal, but the customer wanted to make a semi-auto firearm and that was not possible with it.

Completely false. A complete lower without bullet button can be sent to a ca FFL as they are legal with rimfire uppers which do not require bullet buttons.

To me, this thread shows the laws are a bit hard to interpret, which is why I believe many new threads get start that appear to be redundant, like the OP did not search.

Ultimately, better to be safe than sorry, for both parties involved.

I hold nothing against Riflegear, and will continue to shop there.
