    Insight Shooting Range refuses to do PPT

    Arrived Saturday morning to do a PPT at Insight Shooting Range. Walked into the empty front lobby, said "Hi" to the two workers at the counter and said I was there to do a PPT with an arriving seller. They replied they do not do PPTs on weekends and, in fact, only do them on Thursdays by appointment. I was then told I'd have to go over to Ammo Bros and wait 2 hours, at which point they started laughing and chuckling.

    Seeing no point in debating with such types, I said goodbye and the seller and I went to Ammo Bros and did the transfer and, yes, it took 2 hours.

    I do not understand such behavior. There were no other customers; they were not busy; I was not being rude or pushy.

    I wonder if the owner/FFL holder is aware that their staff is refusing to perform PPTs?

    I work at a gun shop and while PPT's are not my favorite, I do them pretty quick. Furthermore, sometimes it is fun to see what type of firearms people bring in, sometimes its stuff we never carry.

      If they sell handguns, they have to do PPT. But it may be legal for them to dictate such a small window to discourage it. The buyer might have purchased ammo from them or you might have bought a replacement firearm. They don't know and shouldn't restrict their business in this way. But it's their business and you can go elsewhere. And spread the word to everyone about their crappy decision.

        Nope. They must process it upon written request.

          Report them. Let them know you are going elsewhere. And pick the most expensive rifle on their shelf (if they have any left) and tell them you were going to buy it but they just lost out on a sale.

            Yes, I'm aware of this requirement and could have made it difficult, but it wasn't worth getting into an argument with two immature clerks.

            I get that PPTs are a nuisance for an FFL, but what smart business owner would ever want to deliberately alienate his customer base over a few minutes of paperwork? And the Insight website prominently posts that it does PPTs (no mention of time restrictions, though), so it makes you wonder.

                All true...but the buyer and seller don't want to be there either...but the law says the must go thru an ffl.

                  Straightline is 5 minutes away from Insight. Field Time is 5 minutes away from Straightline. No reason to have gone to Ammo Bros. Insight doesn't like PPTs because they are a range and focus on range activities. The $10 they earn from a PPT isn't worth getting swamped with transfer clients.

                  BTW they just made the "Thursday only" change recently. I did a Sunday transfer there several weeks ago but when I went there last Sunday I came across the same hurdle you did. It was a minor annoyance, but there are certainly plenty of other dealers nearby that want the business.

                  Now they should mention this policy on their website or front door. They advertise PPTs on their website, but don't mention the Thursday-only thing. There probably is some truth that they are SUPPOSED to do PPTs at all times, but why give a company business if they don't want it?

                    That's a shame, Insight is my favorite indoor range, but an attitude like that makes me not want to patronize them any more.

                        Is there a process for reporting these instances since it was my understanding that FFLs could not limit the days/hours of PPTs in California? For all of the hoops we have to jump through in California, why are some of these dealers making things more difficult?

                        "Firearms dealers are required to conduct private party transfers pursuant to Penal Code section 12071(b)(5). Dealers may not limit the days or hours in which private party transfers are conducted."

                          I have been going to Insight for years and I have NEVER had a bad experience with them. Don't be so quick to judge based on a one time experience by someone else.

                            But having 2 clerks shooting the breeze is making money? Owner still paying the clerks for being in the store. He pays them for whether they work or not.

                            You would think it makes better business sense to keep them busy doing PPT, even if it is not making him money. Maybe the clerks can upsell something like a cable lock.

                            Now he loses a customer for life and the bad word of mouth that will definitely be spread to others.

                              You would need to contact the CA DOJ. I am not sure that they will do anything, but if you don't contact them, they can't do anything. Letting others know is also a good idea.
