DROS as a Permanent Resident QUESTIONS!

First a few facts:

My CA DL has my old adress on it.
I have no utilities on my name.
I have everything else mailed to my current adress such as vehicle insurance cards, credit cards, etc. but no Rental agreement or utility bills ( I live in a roomate situation.)
I do however, own 2 Single family homes for which I have Home Insurance (Those bills are mailed to my current adress.)


I Drosed a new handgun a month ago, that FFL (FFL#1) requested an official document as proof of residency.
I provided my car registration's bill.
That's it. Then he explained new law does not require the (now old) "3 months proof".
Awesome!

Forward to tonight.

I went to another FFL (FFL#2) today to buy and PPT a handgun.

FFL#2 Says since my DL doesnt have my new adress, then I need 2 different forms of residence, and 3 months of bills on one of them

I repeteadly questioned the 3 month proof of residency rule and the guy at the desk called his boss. The boss confirms "that has changed".
So thats now out of the way.

BUT, They still want a utility bill/Rental Agreement/DMV printout.

Is this correct?
Why did FFL#1 not ask for this?

There is no requirement for 2 different forms of residence. I suspect that is coming from the CA residency requirements which they don't accept a CA ID/DL for residency.

Since your DL does not have your current address on it, for the Feds it needs to be a government document. You could check on getting a wood cutting permit or other such things.

To answer your question, not all FFLs do the right thing. The CA DOJ does not always give the correct answers either.

Sounds about right to me. EVERY dros I do some gunstore rep is asking for something different or didn't you could do that. Went to bass pro to jail break a gun and the guy discovered that the car reg used didn't start until next month. So I asked if the could take my hunting license and said no. His manager was listening and told him yes he could. Every other place I've gone they always told me no. You just never know so just be prepared for anything

There are many laws, both state and Federal. You can look at the FAQs on the BATF & CA DOJ web page as a start.

The documents have to be valid as well.

Good to hear about the 3 month thing! Since i travel on business probably every 2.5 months it's been hard to get 3 months straight here...
Last time it was 3 months, DROS, go on business, pick it up after i get back from travel.
Fortunately i have utils in my name and address so i bring everything to avoid delays.

I went into a Big5 awhile back and asked the clerk (handling the firearms section) if I had to wait ten days for a rifle even if I have a COE? He didn't know what I was talking about.
