Clarification on 30 days between handgun purchases.

Sorry to thread jack but I have a question along the same lines. I have read there is an exemption to the 1 in 30 day rule for C&R handguns but I cant find the PC on it. I know with a C&R licence + COE you can take home same day as DROS is started but my COE is paid for and aplication sent but not here yet (I have C&R lic.) I have 2 pistols paid for sitting on a dealers shelf and I have 20 days till I can start my next DROS, one of those is a Walther P1 dated late 70's. (I was told by an out of state 01FFL that the P1 is now on the ATF C&R list nomatter what the date is). Is it legal to start the DROS on that P1 before my 30 day window opens back up? ...... The manager at the store told me that even though ATF says it is C&R, the Cal DOJ says it has to be 50+ yrs old to be C&R and they won't even look into it. 12072(a)(9)(A) No person shall make an application to purchase more than one pistol, revolver, or other firearm capable of being concealed upon the person within any 30-day period.
(B) Subparagraph (A) shall not apply to any of the following:
(ix) Any person who is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto and who has a current certificate of eligibility issued to him or her by the Department of Justice pursuant to Section 12071.Jack
