03 FFL pre-application inspection?

I had submitted my application for an 03 FFL about 2 weeks ago, they cashed my check last week - and today I got a call from an inspector who left a message saying "i need to come by and check your business license and zoning information and do an inspection of your premises". I called him back and said I was applying for an 03 license, what business license do I need and what are you talking about checking my zoning - he said "oh i never said that, you misunderstood me...I need to come by and do an inspection of your place of business, and check your safe, and make sure that everything is in order" - and again I told him, this is my house, its not a business, I'm applying for an 03 - I am a personal collector. He then told me that it was a bad choice of words on his part and that he needed to come by to just check out my safe, and to go over the book with me because a lot of 03 license holders are selling guns for profit.

Is this normal? Are these guys really this ______?

From my experience, I wouldn't stress it, but make sure you do your homework ahead of time so you can answer authoritatively on various local/state/federal laws related to 03 FFL.

Sounds almost as bad as getting a 01 FFL

That's kind of odd. I got an 03, and while waiting, just went ahead and got an 07. No one ever contacted me about the 03 in any way, and the 07 meeting with atf was like having coffee with a friend. Maybe someone's messing with you. You got any "creative" friends that know you're applying for it? Is the number blocked or private?

I call B/S. 2 weeks from application to interview seems very quick if they thought is was an 01. I'm not sure I have ever heard of anyone having a formal interview with ATF on an 03 (with the exception of identity/criminal history issues).

It's not BS.
It's a pilot program that is being implemented in LA County.

The idea of the program is education... not "inspection".
Bill's agent was a bit unclear on the purpose of the interview (rightfully so, because he is used to interviewing 01/02/07 applicants).

They just want to make sure that 03 applicants are aware of the laws and that they are not allowed to act as dealers.

The highlighted is what threw me off track. You would have thought that if it was a pilot in a limited area that the agents would have been properly briefed - they are some of the most anally retentive people I have ever met..............
