    FFL Proof of Residency

    On Saturday I began the DROS process for a handgun I purchased. While filling out the paperwork I was told that since my CA Drivers License Address does not match my current residential address I need to provide a form of government ID to pick up the gun. I guess this is the law, despite the fact I purchased a handgun under the same circumstances 6 weeks ago from a different FFL without this issue coming up?

    Will a utility bill from Burbank Water and Power in my name suffice for this? I cannot find a solid source that confirms whether they are government owned or investor owned?

    I just moved in January so my car registration is not updated. And I will not change my Drivers license address, as I prefer to keep an incorrect address on that for security reasons, not to mention in my line of work I move quite often. I dont have a CCW or hunting or any other gaming licenses.

    yes it is law. Justbecause one FFL is mistaken about what is required doesn't mean that the next one won't.

    you need to determine if that bill is from a .gov agency.

    state law requires you to notify DMV after a certain period of time if you change addresses. There is no "security reasons" exemption for that.

      Fair enough. So lets say that the utility is not a gov agency. Even if I go to the DMV tomorrow and change my address for my license and registration it is likely I will not have the needed proof of residency before May 23rd, when the DROS expires.

      What happens then? I have paid for the gun and had custom work done to it, . .it is not returnable.

        read this thread for some additional info on the subject, http://www.calguns.net/calgunforum/s...d.php?t=327217 . I don't see why CADMV couldn't print out a new registration with your current address on it.

        But in the end, if you don't have the required documentation, you just don't get to pick up the gun. At that point, you deal with the FFL to see if he can sell it for you or something.

          For handguns I have always had to show a CADL and a utility bill to verify my address. Long guns just needed a CADL.

            that works to satisfy CA law. but the OP is running into a federal issue since his CADL doesn't have his current address on it. Because of that, he needs a .gov-issued document with his current address on it. .gov-owned utilities would work, but utilities like SCE or PGE aren't .gov-owned and wouldn't work.

              Sounds as if he needs to change address and get new license issued. I recently moved and changed online but I am sure the sticker on back will not satisfy as govt Id.

                That is an interesting situation.

                They answer to the Burbank City Council, but as to their incorporation status, they are similar to LA DWP in that they are an autonomous "profit center". Their workers are IBEW, not BCEA.

                Got a property tax bill? Car registration at the current address?

                To purchase a handgun, two documents are required, one, an ID, and the other, proof of residency.

                The proof of residency does not have to be issued by a government agency (but cellphone bills are not accepted).
                The ID must be DMV-issued.

                I'm not sure... a 2nd proof of residency may be required if the address on the primary ID does not match.

                  but a new license can take months to get from CADMV. The OP needs to look at that residency cheet sheet and see what he can come up with to satisfy both CA and federal regs regarding residency.

                      At this point it sounds like a DMV registration print out is the only option. I will go tomorrow and get that done. But if the DMV will not provide a print out, or the FFL will not accept it then I lose. There is nothing else I can come up with.

                      Pretty cool. More administrative gov. Bull$^*& causing people headaches and depriving people of their rights. Gotta love it.

                        Temp CADL DMV printout will not suffice by itself because there is no picture.

                        FED: 4473 requires a valid gov ID with your current address, if not your current then you must have a second ID with your current address.
                        STATE: requires a valid ID with matching proof of residency

                        Car Reg with matching CADL is the easiest because (presumably) to get to your ffl you have to drive (CADL) a car (CA Veh Reg).
                        If that is not the easiest avenue for you CALL your ffl and ask them what they need to finish the sale (easiest way).

                        I went through a similar issue with my first HG purchase in college (away from home, car registered to my parent's house, CADL for my college address, etc...) Called my FFL and it went smooth from there, no worrying, no confusion.

                            The last gun I bought, I used only my dl and hunting license.
                            But the address matched and are both current too which could very well make a diff.
                            Although I would venture to guess a 40$ fishing license might be worth the chance if it has a potential if keeping you from losing your entire purchase price plus custom stuff done

                              hunting and fishing licenses are normally issued by Billy Bob at your local tackle shop, not by F&G, so they are not .gov-issued. Perhaps the lifetime licenses ar issued directly by F&G, but not the yearly one.

                              Although 10% did mention something about a computer system issuing the licenses now.
