Information needed on a current 01 FFL becoming a 07 FFL

Like the title says can anyone point me in the direction on the rules and regulations on what it takes for a established California based 01 FFL to acquire a 07 FFL. Is there any special DOJ stipulations? How bout federal? I also heard about the firearms excise tax, how does that work? Any info is greatly appreciated. On another note can anyone provide me with info on a established 01 FFL acquiring a DOJ dangerous weapons permit to sell AW's to local California law enforcement.

    Thanks

PS this is for research purposes only!

I think that in order to become a successful gun store these days you will need a 07 ffl. That way they can sell single shot stuff and set them apart from all the other gun stores around them. I bet Valkyrie arms is taking so much business away from all the other guns stores in a 50 mile radius from them. Or may be sell dirt cheap but profits will be low.

The AW permit looks like it is geared for an individual to fill out. How would it work for a corporation?

Zoning is the big issue, if you have proper zoning you won't have issues in the eyes of the ATF.

Its in an industrial complex, with a machine shop in the back of the store. There are other machine shops in the same building (CNC machining, painting, etc.)

What about the excise tax? 10% for handguns and 11% for long guns if more than 50 are made per year? Is this correct? It seems this would severely disrupt the profit margins...

yup, and that should even apply to those FFLs that are remanufacuturing handguns into roster-exempt single-shot handguns.

So would that tax be added onto the firearms price, in addition to sales tax?

if the manufacturer manufacturers more than 50 firearms a year, he is responsibe to pay the FAET based on the sales price of the firearms. So, hopefully he plans ahead and makes sure he has enough margin to pay the FAET. But, it isn't added to the invoice as a line item like sales tax.

I thought there was an earlier thread that converting a handgun to singleshot isn't necessarily an 07 operation if "drop in" replacement parts are used ala diff barrel and blocked mag. Since you wouldn't be changing the type of pistol. Maybe I misread the old thread.

if that is the case, why is the single-shot conversion operation limited to 07FFLs?

I only thought it was for ARs when converting a receiver -> pistol since that changes the designation from Receiver -> Pistol in the book of the dealer.

vs. say a Ruger LCP going roster exempt..comes in as a pistol, swap out barrel/mag, changes to C&R / Single Shot / roster exempt, but is still a pistol.

Maybe that's where the confusion is...
