    Take a look at the laws, especially with respect to the waiting period. If you add a firearm to an already submitted DROS, you are still required to wait 10 days before delivery of that firearm. You can not claim that it was actually sold when the DROS was submitted.

    If the person waits until day 29 to add a firearm to the "single" sale, then you can't wait the 10 days either.

    When you submit the DROS, Dealer Record of Sale, you are reporting the sale, not part of the sale. You are also required to submit accurate information and you are reporting how many long guns are being transferred. Making a mistake is one thing, changing it is quite another thing.

    The "transaction" is a process of many steps and the whole process is not over until it everything is done. The sale of the firearm is just part of the total process. What CA defines as a transaction is different than what the Federal law considers it, so it is easy to get confused.

    Yes, it is easy to try to justify it and to be honest it makes sense that you should be able to add an additional long gun, but CA law does not support that. If you can get it in writing that the CA DOJ allows it, then that would be a great thing.

    While you might get away with it since it is hard to prove, it could, sooner or later, catch up with you, especially when you state what you are doing in a public forum.

      If BOF had told me it was illegal or I thought in any way it was illegal I would not advocate the process and I certainly would not post about it on a public forum. It is up to each FFL how they choose to interpret the PC but lacking written policy or clear regulation, I will continue the procedure.
