What about doing a PPT for a gun while you start your 10 day wait for another

basically buying two guns from a gun store and private transfer about the same time period? Can I do this?

A PPT, where both parties go to the dealer, is exempt from the 1 in 30, so you can purchase two at the same time. There is also a $4 discount if you do multiple handgun purchases, but the DROS software is broken and so the FFL would have to call to get the fee corrected.

To stop illegal trafficing of firerarms, such as buying a lot of firearms and the selling them to criminals. Since CA is expensive, that does not make any sense, but anything to harass people.
