If I ship a firearm for someone, then I would take it into my inventory. The receiving FFL is going to log it in that it came from me, so I better log that I sent it. Also if the dealer is sending it to CA, then they are also going to have to generate a CFLC approval number.

I try to do everything I can to get people to ship their own guns as it is completely unnecessary for me to ship guns. In the end if you make me ship it for you, I am going to charge.

Since it is cheaper to ship a handgun USPS, but there are limits on who can ship a handgun, the question was whether a FFL can ship a handgun USPS without logging it into the bound book.
      The answer is NO

This is unclear if it means that the mail carrier can deal with the form, but if the package weight over 13 ozs, which is likely, it needs to be brought to the post office.

It really does not take much to log the firearm into the bound book, certainly not $35 in my opinion. I believe it needs to be done, but the BATF would be the one which would need to answer that question.
Firearms (all) when shipped through the USPS must be brought to the counter and you must fill out a 1508 and hand it to the clerk.

No person shipping to a FFL holder has to by law notify the carrier he is shipping a firearm, the rule posted online is a mistake.
I have clarified this with the NFA/ATF in west va. as recent as 2 weeks ago.
          I am an 01 & 07/SOT , the Tech branch agreed too.
It is not part of the law to notify the carrier when shipping to an FFL, it is the policy of FEDX & UPS

The letter dated from 2001 is still valid and the ATF position on this now agrees.

Are you sure about that? My understanding is that you only have to fill out the 1508 once. If you look at the 1508 carefully, it doesn't say who you are shipping the gun to. It says, "Addresses on Parcels". It doesn't state whether that is the shipper or the receiver. I believe I put down my address and have that one on file at the Taft PO and that is all I have ever done.

Also here is the applicable code. http://chris.cc/C024.PDF

            Certificate of
            Manufacturers and
            Dealers
            1.6
A licensed manufacturer or dealer need not file the affidavit under 1.4, but must file
with the postmaster a statement on Form 1508 signed by the mailer that he or she
is a licensed manufacturer or dealer of firearms, that the parcels containing
handguns (or major component parts thereof) are customary trade shipments or
contain such articles for repairing or replacing parts, and that to the best of his or
her knowledge or belief the addressees are licensed manufacturers or dealers of
            firearms.
Again, it just says that you have to file with the postmaster a statement on Form 1508. It makes no mention of doing it every time.

My Postmaster pulled me aside one day and offered to put my FFL and a 1508 on-file for me. It seems I was scaring some of his counter people when I presented one with a package.

                Oh yeah I'm sure:

The address bar for where the package is going is unique to that shipment.
The 1508 has that space for the addressie.
Why do you think it says "Addresses on Parcels"?
Thats where the other FFL's address goes

On the top line goes your premise address also on the top goes the date of mailing
In the middle goes the ship to address of the FFL you are shipping too.

On the bottom goes the persons name and title & signature who brought them to ship.

I know this because I almost screwed up when I first got my license, a postal inspector and ATF agent called me and told me so on a conference call.

There are over 1500 1508's at my local post office from my shipping this past year.
Every one of those proves I put that package on the counter and it was properly addressed to the receiving FFL.

Besides, what else could "addresses on parcels" mean?
It is a different address for the most part every time.

That is good to know, but what does it have to do with the quote regarding UPS' overnight shipping rule?
