    other on the 4473

    Can anybody direct me to a copy of the two posted ATF letters in this post that DO NOT require Photo Bucket please.
    Im in a little dust up with my FFL about the proper way to record a Colt "virgin" compleat lower as an "other" on the 4473 in order to use it for a pistol build.
    The lowers are being sold by Brownells as compleat lowers ONLY and as such never been recorded as a rifle at any time.
    Any help would be great guys. Thanks

              There are also the laws regarding building handguns in CA, which LEOs are not exempt from. They can transfer a firearm not on the certified list, but they have to be careful in what they make in order to follow the laws.

                        I'm just glad we live in a country where our gun laws are so simple and clearly AFFIRMED (as in, we already have these rights, this is just letting Everyone know that we have them) in the second amendment as...

                        "The right of the people to keep and bear Arms, shall not be infringed."


                        No federal or state government would try and change that, would they?

                          - If you are not a CA resident, then yes.
                          - If you are a CA resident, then was the receiver DROS'd as a "handgun" or as a "long gun"?
                          ^If DROS'd as a "long gun", then no.
                          ^If DROS'd as a "handgun", then yes.
                          *If DROS'd as a "handgun" and you are an exempt person, then the receiver can be used to legally make any type of firearm that does not violate CA assault weapons laws, CA MG laws, and CA SBR/SBS laws.
                          *If DROS'd as a "handgun" and you are not an exempt person, then the receiver can be used to legally make a dimensionally compliant bolt-action single-shot pistol or a dimensionally compliant break-top single-shot pistol.

                            The DROS does not affect the lower under Federal law in regards to what can be done with it.

                            The issue is the CA laws regarding manufacturing, including manufacturing handguns.

                                And then the Dealer also has to deal with the CFLC Forms and an Audit. If received as long-guns, they stay long-guns. So no Pistol builds from long-gun receivers under CA law. . . .
