I've been waiting a while to hear back from Atlantic and decided to call them up today. My rifle was shipped out here fast but it is taking a long time to get back to Atlantic. I was able to find another FFL that will do the transfer for the low price of $200 and a background check for the low price of $50. But it's a moot point because about an hour ago I noticed a refund receipt popped up in my email. I didn't even say anything about a refund or much of anything when the secretary answered the phone. So the situation is, FFL doesn't want to process the rifle, tells me they are shipping it back, I look for a new FFL, ???, I call Atlantic, the secretary hardly asks me any information, refund posts. I would appreciate actually talking to someone so that I can be asked what I want to do before a decision is made. Frankly, I might just take the refund, I'm annoyed at how much my first transfer has become in time taken and cost possibly incurred. That new FFL is taking advantage of his Fudd competition.Comment

I actually selected my first FFL from this list and that's why I thought this would be fine. Figured plenty of people had done the same so I was quite surprised when I was called up by them. My second choice is also on that list but it looks like decisions might be made without my input. I ordered June 30th, it arrived July 8th, it probably shipped July 12th and I had to call Atlantic today as it seems like I was forgotten about. My shipment is a firearm and I know how well regulated these shipments are so I expected an update already. Now I have an auto receipt for a refund.Use Atlantic's FFL finder, I just entered a random Humboldt county zip code and came up with this. This isn't a comprehensive list, it just means these are places they've shipped to before so they already have the license info. Presumably since these shops have received stuff from Atlantic before, they're familiar/comfortable with the compliance devices Atlantic uses.

You read the OP post correctly.Did I read it incorrectly the OP posted "I was instead notified that they are uncomfortable with processing the order because the grip is a bolt on instead of a unibody fin grip. "
Meaning he got the rifle from Atlantic with the one bolt flimsy fin grip and the FFL wasn't comfortable with that, he asked them to swap it out with a unibody one....
I was answering a post that the OP did not post, the one that stated... "Just curious, would the FFL allow customer to put on a one-piece fin grip to complete the DROS?"
My answer to that is correct.
"Firearm needs to be CA legal before it is shipped to the CA FFL dealer.
If the firearm is configured in a manner that makes it CA illegal, then legally the CA FFL dealer must immediately return the shipment to the shipper or surrender it to law enforcement for destruction, otherwise the CA FFL dealer will be in illegal possession of a prohibited weapon."
If the firearm is not configured to be CA legal when it arrives at the CA FFL dealer, the CA FFL dealer can not legally possess the prohibited weapon and must immediately return it to the sender or surrender it to law enforcement for destruction.
So, at no point can the CA FFL dealer allow the firearm to be modified, since legally it can only be in their possession long enough to return it to the sender or surrender it to law enforcement for destruction.sigpic

Here's my advice, from experience with PPT's and some "unusual" configurations.... This doesn't "exactly" apply to a out of state xfer, but the situation is not entirely unique.
Call the FFL's (all of them in your geographic area...), explain what you're going to be asking them to transfer, if it's not something they deal with, you may need to speak with the owner/manager. Don't be surprised at how many FFL's are not willing to take chances on anything that might be considered "borderline". Ask for what they charge for the type of transaction you are planning to do, especially with non FTF transfers - the fees vary greatly, and are typically pretty stiff... FTF PTP is set by law, but I've found FFL's asking for significantly more than the legal fees... there's no real limit on something shipping to the FFL....
My recent experience is if you go down a list of FFLs via Google search, about 1/4-1/3 will have ceased to do business, 1 or 2 will ask you for OUTRAGEOUS fees or have other strange "conditions"...
IF you're lucky, you will find maybe 3-4 that won't gouge you, have other strange "terms and conditions", etc.
You hope to find the 1 or 2 that actually know the laws, are familiar enough with some of the more unusual configurations, and will do your transfer smoothly...
Making the phone calls in advance takes a little time, but will save you a lot of headaches - hope that is helpful, it's become quite the royal pain in the backside to do transfers in Kommiefornia.Comment

Very good advice here....
True, sometimes its due to fear of the unknown when they aren't sure whats legal or not. Not all take the time to learn all the little ins and outs of the obscure laws here in CA.
