I'm new around here, and this seemed the fitting place to bring this up. I recently ordered a PTR91 type rifle from Atlantic Firearms, from their California specific battle rifles page, and I included the kydex fin grip. This is where the problem begins. My rifle arrived at my chosen FFL today and instead of a welcome call to begin paperwork I was instead notified that they are uncomfortable with processing the order because the grip is a bolt on instead of a unibody fin grip. Consequently they are returning my firearm to Atlantic. My FFl views the bolt on as a grey area on law minutia, and apparently one other FFL in my area does as well when I began to see who else would take this order. I have bought several firearms now and I decided to try a transfer order for the first time. Is this an unusual case of an FFl's actions or is this a more common issue?

Also next time before you order, show the FFL what you intend to order (give them the link so they can see the specific item, don't just describe it) and make sure they are comfortable with it.---------------------

I just made the account yesterday and haven't entered much information. My location is in Humboldt county. Before I placed my order, I called my local gun shop up to tell them that I was going to use them for a transfer. I asked the employee (I'm familiar with all the employees at this place) what, if any information they would need beforehand. I just told them I was intent on buying a rifle from Atlantic and was basically given the greenlight that it would be all good to go. As far as online orders go, this is my first rodeo and I thought I did everything right before I placed the order. Now I'm definitely looking at a restocking fee and another shipping fee because someone was squeamish over bolt ons.Comment

Uninformed FFL. There is nothing in the PC that specifies a one piece grip fin versus Kydex. So once again, we have a paranoid California FFL beaten into second guessing every decision they make by the tyrannical CADOJ.

Essentially yes, everyone is running scared over minutia and minor discrepancy. I bought an M&P-15 from this guy's store and guess what, the entire grip/fin is attached to the receiver with one bolt but a piece of obtuse plastic attached to a grip with 3 screws is apparently a whole other animal. I've also spent the morning calling around local FFL's and it's not looking good so far as they are seemingly of the same opinion. I'm looking at a restocking fee alone of about $270 and between the new shipping costs, it might be best financially to cancel outright.Comment

I think the problem for some FFLs is if the fin could be pulled off. A one piece integral fin/grip bolted to an AR cannot be pulled off. There have been LE who confiscated AK because they said the fin was too easy to pull off.
You may need to have a middle man FFL install a mag lock, ship it in, then after DROS and pickup you can switch back to the fin grip.

Make sure your transfer FFL would be OK with this first.
Also, I personally make sure all my wraps clamp TIGHT to the grip, and I line them with rubber from an inner tube so they will not spin or slide off. If the pistol grip has a taper to it, that also helps keep the fin from being pulled off if the bolts are close in tight to the grip so the clamping force is strong.

I appreciate the possible solution but at that point it's becoming far more than I asked for. Maybe if was a veteran at this I would be willing to go through those hoops but I'm not. At this rate I might just go with my runner up choices, either a Ruger Redhawk in .44 magnum or a Kel-Tec RDB-C. However, I do not intend to give business to my lgs for a while. My birthday gift to myself has become a headache and fees over what I had believed was a sure deal. A real shame too because I would like to support a local business.

Firearm needs to be CA legal before it is shipped to the CA FFL dealer.
If the firearm is configured in a manner that makes it CA illegal, then legally the CA FFL dealer must immediately return the shipment to the shipper or surrender it to law enforcement for destruction, otherwise the CA FFL dealer will be in illegal possession of a prohibited weapon.sigpic

Use Atlantic's FFL finder, I just entered a random Humboldt county zip code and came up with this. This isn't a comprehensive list, it just means these are places they've shipped to before so they already have the license info.
