        I was wondering how the FFL knows the person completing the form is the person that comes in signs/pays.. granted when they are signing/paying at that point they are still signing under penalty of perjury...maybe that's how they see it as being legit. However, that's well after the background check is completed in the scenario described.

                      Im aware of that. There was a comment stating in other states, a phone call is made to perform a NICS check.

                          I'll keep it simple:
                          1. In CA we don't use the NICS process.
                          2. Our DOJ issues numbers which are used in lieu of NICS numbers.
                          3. Our CA DOJ has different requirements than other states, which is neither good or bad.
                          4. Best to concern yourself with what is required by Idaho law (and Federal law). That should keep you busy enough.
