?? The 4473 sits in safe storage until a Fed asks for it for a trace or an audit.

What situation are you referencing? A normal sale would not get trasnmited at al. The sale state Dealer Record of Sale goes through the DROS Entry System. The 4473 (usually) only gets faxed/emailed to the ATF if requested in a trace.

Not an FFL but with respect to Q27 I would say yes, because it includes processing by a state agency (CA DOJ - DROS). I doubt that Q28 would apply because NFA weapons are illegal in CA for the most part. Q29 is generally not applicable because CA is not one of the states where a CCW exempts a person from a NICS check (Only entertainment permits qualify.) You can view the list of exempt states at: https://www.atf.gov/rules-and-regula...y-permit-chart but since the transfer has to occur in the state where the permit was issued, unless you are transferring to the entertainment industry, it would not apply. I have not had a NICS check done on any of the firearms (all off CA roster handguns) I have purchased since moving to Idaho, because I have had an enhanced Idaho permit from before I moved to Idaho, just one on the joys of living in the most firearm friendly state.

Either I fill out the 4473 on a computer/tablet at the store and they see it on their end that they are clear to sell, or I fill it out at home on aimiebook.net and they are messaged that Im clear. Never required any conversation with anyone else. Mine takes a long time in comparison to everyone else (~15mins). But far better than waiting 10 days, of course. Just awkward when we are sitting there at the counter for that long.

Once that part is done, the FFL fills out the rest and prints it. Then its just confirm everything looks right (name, make, model, sn, etc), sign and date it.

You'd be far better off requesting ATF to mail you a quantity of forms rather than print out each for in its entirety each time a transaction is produced.
Forms must be kept by the FFL and filed chronologically for 20 years.

I dont see how thats better. When ordering online, I dont go to the FFL until after the BG check. They let me know I am clear, then I drive up to sign, give them $20 and take the firearm. On their end, I would imagine its easier to search the e4473, get the date, then reference the hard copy if needed.

I think you ought to read the 4473 stem to stern. Section B clearly states "Must Be Completed Personally By Transferee/Buyer". And, that is not after after the background check.

So Q27a = DROS Date, Q27b = DROS Number, 27c/27d = DROS Response/Approval
