Since ammo requires BGC's you'll basically be a gun shop so, start with an FFL and the process to open a gun shop. Actually, start with a half a million dollars so you can open an FFL operation of any kind. Then, also sell ammo. Then, don't sell anything but ammo. Viola, ammo vendor.

The application is pretty straight forward. It's BOF form 1021. You will need the following licenses or permits. A local business license, California sellers permit, CA Certificate of Eligibility. A FFL is not needed, but I have an 03 FFL. The DOJ is very stringent on keep the above from expiring. The hardest part I found was locating and meeting the wholesalers min ammo either monthly or yearly amounts. Pretty high amounts. So I use my AV license to transfer ammo via the DES ammo background check system. Certainly not going to get rich doing transfers! Hope this helps.
