He’s a first time gun buyer. He ordered a gun from Gunbroker so he has something while he drives across the country this coming weekend. The FFL in Texas said the pistol may not arrive until Friday or Saturday. The Wisconsin FFL receiving the pistol says there may be a delay in NICS.

I don't think this is a CA question, its a WI question.
If he was a CA resident moving to WI under these same circumstances, I would not ship the firearm to him after DROS is complete. In CA, he has to pick it up in person and I need his signature and thumbprint upon pickup. But I don't know WI rules on that.Comment

I would say no as it sounds like he filled out the 4473 when he initially purchased the firearm, and if he didn't take delivery right then and there, he needs to sign and date the 4473 again on pickup.Comment

If it doesn't arrive by Sunday evening there's no way he could afford to wait for it, and most likely he'll have to pay a restocking fee and handling charges to return the gun to the FFL he bought it from in TX. Small price to pay but still inconvienient.
He can't DROS it in CA since it's not on the roster. The confusion we both have is if he is approved for release the FFL handling his pistol cannot simply just ship it after approval without my friend signing the release. Unless I'm misunderstanding something?

Just a thought.
He wants the gun for safety on his trip to CA and has never bought a gun before. Has he looked at what his LGS has in stock? He may want to.
In WI the FFL needs to call the WI DOJ to get approval. If not given instant approval he could have to wait up to 5 days to find out. If he starts today he should know by Sunday. If he waits he may not have a gun for the trip and it will cost him money to send it back.
If he buys something from the LGS he would have a couple of options. He could sell the in coming gun to the LGS or someone he knows in WI. He could go ahead and pick up the incoming gun, giving him two guns. If he isn't too excited about owning two guns and picks up the incoming gun that he really wants he could sell the first gun back to the LGS or someone he knows in WI.Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
