    You could always log in and try to renew. The worst they can say is to apply again with new livescan.

        I submitted my FFL03 number last week for an incomplete renewal and it's still "IN PROCESS" status. I thought it would be a quick turnaround when I submitted my reply. Maybe it's the holiday season that's causing them to take their time.

        I use my C&R for collecting - the online ammo purchase is an added bonus.
        They never asked for my FFL03# when I first applied and never asked for it the last 2 years when I renewed.

          After reading this thread I emailed my FFLO3 to the COE helpline. COE successfully renewed 3 weeks after application.

            Even though you have an 01ffl they still required your 03?

              They did not ask for it but I sent it as a prophylactic after reading this chain. I have FFL01 and FFL03.

                I have a 03FFL, and was recently informed of my incomplete COE renewal application. I forgot to click on the "submit" button after uploading my CDL, and received an incomplete notice. So I then resubmitted with my CDL file by uploading it AND clicking the "submit" button on the on-line form. Then I got a second rejection because I had not included my 03FFL number. Never previously notified it is required. I finally submitted again with CDL AND copy of 03FFL, including my number in the comments section. Finally received my new COE the same day! Imaging that! That was 12/18/2020. One thing about their website application process is that just because you upload a file doesn't mean it's been submitted. You still have to scroll to the bottom of their on-line page and select "submit" for the form, with attachments, to actually get everything sent into their system. You have to continue until you actually click on the "submit" button at the very bottom of the page.

                Oh yea, I was not notified that it had been approved and was issued. I checked on the CFARS system link to COE transactions, and saw that my incomplete status had changed to complete. So I clicked on my COE number and up-popped my new COE.
