Crap! Late renewal: FFL03

I had a major brain fart and forgot to renew my FFL03 in October and now the DOJ won't renew my COE without the FFL #.

Do I need to apply as new now to regain my 03?

I don't see why they are linking the COE to your FFL#. What if you're getting a COE because you're an employee of a gun store or a CA DOJ Certified Instructor or just want to be able to do the COE check at a gun store.

The DOJ is again wrong. I renewed my COE this year. I have never given the DOJ my FFL03 number when renewing.

About 6 weeks ago, I purchased a C&R gun off of GunBroker and discovered my FFL03 had expired last year. My COE had been renewed twice during the period my FFL03 had been expired.

So I applied for a new one and I just got it two days ago (6 weeks processing time). I just had to buy the C&R gun through the normal process with the 10 day wait.

I posted in another thread that I got an incomplete renewal application from the CA DOJ asking for my 03 FFL number. I don't recall submitting it in the prior years and nothing in the current instructions that says I needed to provide it. Also there isn't a specific spot on the electronic form that asks for it. So I just dropped it into the "Comments" box and resubmitted it. It seems they are just being sneaky about these things and try to make our lives more difficult so we wouldn't renew - not sure what it is with them.

You guys running into this should just start telling DOJ you want the COE for ammo purchases..then they'll stop asking for your FFL03 info...

You have to select a reason for applying for the COE on the application. If you select “Collector,” they’re going to ask for the FFL03.

I have to assume that they would take action if you intentionally misrepresent your intended use.




Those are your options. If you select “other,” you have to explain what the situation is and it’s CADOJ discretion if it’s approved.

If someone is using it just to purchase ammo how is that mis-representing use? COE is a valid $1 transaction type for ammo purchases. FFL03+COE is valid to have ammo shipped to you. Unless you really are using it for C&R purchases then why choose "Collector" at all?

Most customers I know that got their FFL03+COE recently were for ammo not for C&R purchases. Not sure about the particular folks in this thread.

ETA: Given your screenshot what would someone that just wants to use it for Ammo Purchases in store choose? Collector doesn't make sense since they would not need an FFL03 for that. Looks like Other is appropriate..

My coe expired in aug thanks to my huge brain fart, ammi stuck having to redo the entire process finger prints and all?
