Possible to buy multiple guns in different cities within 1 the same month?

I understand, but in the sense of "brand new" gun would be one with no previous owner. So if it is a private party then it is considered used right ? Even though it has never been fired. So i guess the question is, Is it possible for a private party transfer to be subject to the 1/30 ? If so, then under what circumstances can a private party transfer be subject to the 1/30 rule?

Law for handgun transfers in 2020 is

2 parties, dealer and you - 1-in 30 applies

3 parties - seller, you and dealer because CA says so - 1-in-30 does NOT apply, except at FFLs inside the city of Los Angeles. City of LA has its own law.

Note there is no mention of new/used.
