I guess an ffl could charge $10 for the ppt then add a storage and insurance charge since it’s not part of the stores inventory.

Ever read the classic short story "The Monkey's Paw" by W.W. Jacobs. One must be careful what they wish for. It just might come true.
Back in 1990. Ca FFLs jumped on the DROS legislation bandwagon and gave support for it. Because of the same PPT clause that mandated all firearms sales MUST go through their stores. Funneling millions of customers per year into their establishments.
The same $10 fee from 1991 when enacted. Is worth a bit north of $20, in today's inflated dollar value. NOW they whine. Because they got what they WISHED FOR.
ON THE BALL FFLs can run a DROS PPT in 10-15 minutes. DES system allowing. But the foot dragging counter monkey slugs. At many, take anywhere from 1/2 hr, to a full hour.
That's the difference between $40 an hr for time spent. And $10 for the same task.
