    question on PPT fees charged

    From reading this sections FAQ's, I'm still not clear on whether the fees I was charged are correct and would like your knowledgeable review. It seems DROS total cost has gone up since I last bought a firearm to $31.19 (plus the required add-ons of $1 and $5), it's the $21 cost I'm unsure of, but from this link, I understand the dealer can charge $10:



    Was the $21 fee supposed to be $10 (from what I'm trying to understand from the CA DOJ link)?

        It is $10 per firearm,although often it is just one firearm, but just to be clear.

        Also, if the dealer finds the buyer/seller or gets involved in the price, sales tax would apply. As well, a dealer can charge storage after the waiting period.

        Yes, that is a problem, but the law is what it is. The DROS fee has gone up and the dealer fee hasn't and the dealer is required to do CA PPTs. This is just one of the problems with universal background checks. The only way a dealer can stay is business is by other sales/transactions. You are free to tip/donate money to the dealer if you don't think that it is enough.

          Yes, the dealer appears to have illegally gouged you $11.

          Another item of note on your receipt. The 20% "restocking fee" for any "DOJ reject."

          If per chance, the DROS comes back as "undetermined", after 10 days. And the dealer "chooses to illegally" refuse delivery of the firearm, after 30 days.

          They also cannot illegally charge you a FEE for their illegal act of refusal, by not complying with Ca PC-28220 [f][4]. Because an "undetermined status" is NOT A REJECT. It is a default approval of transfer by DOJ, mandated by AB-500 legislation passed in 2013.

          But many do.

            I don't know, I'm not an FFL. I was asking about what is the correct (legal I suppose) amount, not what is "right".

                I suppose I will ask him about it when I eventually go in to pick it up. I do expect delays per the CA DOJ website notices, but I've never had a "undetermined" and would not image that now (my Sheriff trusts me, I expect CA DOJ to trust me again also).

                  Ever read the classic short story "The Monkey's Paw" by W.W. Jacobs. One must be careful what they wish for. It just might come true.

                  Back in 1990. Ca FFLs jumped on the DROS legislation bandwagon and gave support for it. Because of the same PPT clause that mandated all firearms sales MUST go through their stores. Funneling millions of customers per year into their establishments.

                  The same $10 fee from 1991 when enacted. Is worth a bit north of $20, in today's inflated dollar value. NOW they whine. Because they got what they WISHED FOR.

                  ON THE BALL FFLs can run a DROS PPT in 10-15 minutes. DES system allowing. But the foot dragging counter monkey slugs. At many, take anywhere from 1/2 hr, to a full hour.

                  That's the difference between $40 an hr for time spent. And $10 for the same task.

                    I hope you aren't disappointed. Even cops get denials, delays, and undetermined status. Simply because Ca-DOJ is F'd up as a "soup sandwich".

                            [1].... Not law abiding citizens, then, and now, fault that FFLs of 30 yrs ago, screwed FFLs of today. Along with gun buying citizens.

                            Hence the earlier "Monkeys Paw" reference.

                            [2].... Irrelevant, unless you can show how Native Americans, and Native Africans supported slavery. And willingly agreed to same, because they saw personal profit in it.
