FFL3/COE transfer

    C&R without 4473

    Would such a transfer need to be done out of the Bound Book (acquisition & disposition) of the FFL and into the Bound Book of the Collector?

    Furthermore, does the 03 only need the ffl03 license or would the COE proof need to be present as well?

      Nope, it is a violation of CA law to have it sent direct, but good luck convincing them of that.

        Yes, although the DROS still needs to be done.

        Furthermore, does the 03 only need the ffl03 license or would the COE proof need to be present as well?
        The COE is only need with respect to the CA DROS to avoid the waiting period and 1 in 30 for handguns.

            I deal with a lot of LE and gun letters from their agencies. During my last audit my field rep said that I should be printing out the approved DROS 10 days later, signing it and keeping it with the other paperwork. This way it shows the field rep that it was approved.
            I am not saying this is required, but I figure a happy field rep makes things go easier. Its not to bad to keep track of.

              Except that you can't mark it as delivered unless it is approved, even though it is marked as pending. I get what they want as it is easier for them, but not for us. They should fix the system and mark it as approved right away.

                Is this true? Is Classic mailing direct to C&Rs? I was planning on buying a couple of those SKS's and they have my 03 on file.

                How do I make sure they send it to my preferred 01 FFL? I don't need any accidental felonies on my record...

                (all this is assuming they will change their little memo and start shipping to CA again.)

                  It's true that post-2014, it is CA illegal for a C&R firearm to be shipped from out-of-state directly to a CA resident with a C&R 03-FFL.

                  Go to your user profile on their website and select which CA FFL dealer you want as your preferred dealer.

                  AFAIK... They don't plan on shipping firearms to CA again, until after the CA Governor lifts the "mandatory" stay at home order.

                    For multiple C&Rs w/ 03 + COE exemptions, is it normal for the dealer to see a "Pending" status without the ability to select deliver?

                    In that case would the dealer just print out the pending DROS and have the 03 FFL holder sign and fingerprint? This is assuming that the dealer entered in the C&Rs thru the DOJ bulletin method to get rid of the 1 in 30 requirement.

                      There should be an option to deliver if the WAITING PERIOD EXEMPTION was also selected as COLLECTOR. If not, then it can't be delivered.
