    FFL3/COE transfer

    I have done a lot of transfers of C&R firearms to C&R holders. I have treated them like any other sale or transfer as far as paperwork goes. But I got to thinking; Federally, C&R holders are not required to fill out a 4473. So I think I been doing it wrong. Seems like I just need to submit the DROS and not do a 4473?

    Yep.

    More 4473s, more chance of a mistake, so when it is not needed, it is best to avoid it.

      What Kem said. They are a licensee so you would not do the 4473 for a C&R firearm for a COE plus C&R licensee.

        No 4473 needed. Some shops still do them as a way to make sure the firearm is logged out of their A&D book. If you do not do a 4473 make sure you don't forget to log it out. On C&R guns going to a licensee I log them out right when I deliver them as apposed to adding them to my stack of take outs.

            I'm not 100% sure what you are asking. I think your customer bought it through Classic and is having it shipped to you. If correct, you run it as a C&R rifle sale and pick "collector" in the 10 day wait exemption field. A new window will pop up asking for the COE number.

            If the COE number is valid, you submit the initial DROS and then go to the "Deliver Gun" page. Although it will still show as "pending", it will allow you to deliver the gun.

            I've done lots of these. C&R handgun works the same way.

            You are right about no 4473. I've been doing that part wrong.

                Thank you both! Looks like he got one just in time as Classic now says they no longer ship to CA. He is going to have fun with the cosmoline on it, a goopy, sticky mess.

                    Classic has a message on their front page saying that CA is unable to accept firearms. Hopefully I'm not the only one e-mailing them and letting them know that we are indeed allowed to get shipments.

                      Classic had done that, was able to peal back the plastic wrap, they had cleaned the area with the serial number. Still got a little sticky, but no cleaning of the rifle needed.

                        Follow up question, The DROS paperwork shows that while the firearm is delivered it is still pending. Do I print another copy in 10 days and add that to the file? I assume without any signature/print?

                          I have heard it said that you should, but I have not seen any requirements to do so. Having to remember to go back and print it after 10 days is a bit of a problem.

                            I used to go back after 10 days and print the final but I figured DOJ would let me know if there was an issue. Plus, most of my C&R transfers are repeat customers so I'm pretty confident they will be fine. When I get a new C&R customer I will probably go back after 10 and check.
