I just bought a handgun last week at Ammobros without my waterbill. Brought it in on pickup. Not sure what’s going on there then.

They are doing it wrong. It means they are taking the purchasers word for it that the address given to them is correct and current under penalty/perjury.

Since CA doesn’t recognize residency on a DL/ID, there is no way for the dealer to verify the address we submit in the DES system.

Hmmmm, how to put this nicely? I wasn't saying what you could get away with, but what is required. Saying in a public forum that you might violate the rules is not a good thing.

I wonder if reality will ever win over false information. I doubt it. To try to make it clear, there is only ONE document required to prove residency for a CA DROS. There are Federal requirements as well, which accepts a CA ID/DL when CA doesn't.

I don't think that people get it.

On a side note, I was a bit shocked to learn that there is actually no proof of residency requirements for long guns for CA. As a side joke, you have to have two documents required to prove your residency for a CA Real ID, yet that doesn't matter since CA refuses to accept it for handgun transfers.

The Feds require it for all guns. They just happen to accept the ID/DL or when wrong, any government issued document.

That is a good idea, but I also wonder if it is specifically required. It is the best thing to do though.

Well, even though CA doesn't accept it, but the Feds do, a CA ID/DL with the address is likely to be correct unless they moved.

But even with all the documents, you don't know if it is true. There are customers who used a private mail box place which looks like an apartment. An ID and bills sent to that address, but it isn't their residence, so do you check to see what is at the address?

I get it. It is a no win thing. If they don't have it at the start, that means that they have to come back an additional time. There would be no choice to cancel the transaction if you don't have the required documents, but let me ask you this, what would you do with respect to your father if he didn't have it at the start? :-)

Passport plus a supporting government document with address is valid for pick up. As long as the ship is privy to the law.

As for your mom, a simple solution which solves the problem multiple ways is a domestic violence restraining order, which would mean no firearms for her. That should keep her in line, or perhaps get you killed, in which cause it is no longer an issue either.
