I do not think it helps; CA requires either a valid CA DL or ID, or military ID with PCS orders to California for proof of identity.

There is NO 2nd proof of residency required. For handguns a CA ID/DL is not acceptable proof of residency for CA.

Actually not. That used to be the case, but it was changed many years ago and you need to see ID at the of pickup, but that is Federal, so a passport would be acceptable in that case. I am not sure of what the official CA position is.

You MAY not be able to pick up without that valid ID depending on the situation.

I think there is some confusion. He is in fact picking up a handgun. So residency would be required. My statement is meant to read “ I would recommend bringing in a lease agreement, or utility bill just in case the FFL needs it to release the handgun because about 3 years ago Turners “lost” my 2nd proof and I couldn’t get the gun released after the 10 day wait. I had to drive back home and get my water bill before they would release it even though I brought proof on day one of the sale”.

All the stuff you mention is supposed to be present when DROS is started, not after! Plus, THERE IS NO SUCH THING AS SECONDARY PROOF OF RESIDENCY FOR A CA DROS.
