Put 0 for A and then in the comments put the actual complete number. That is what I do with the serial numbers in which the BATF says that a "-" is part of the serial number, but the CA DOJ system doesn't accept it.

I doubt that the CA DOJ will not accept it since it would open them up to a lawsuit.

In writing? If so, it could be sent to an attorney, if not, it doesn't mean much.

Hopefully it will get fixed by then.

That is why you put the correct number in the comments. Do you refuse to transfer any firearm with a "-" in the serial number? Remember the BATF says that it is officially part of the serial number, so if you don't include it, which you can't in the field, the serial number isn't correct, signed under penalty of perjury. Then again, adding it in the comment field means that it has all of the correct information.

So you are saying that there is no proof that you were ever told that.

My opinion is to always add a comment to ensure that everything is correct. If the issue ever comes up it documents that to provided the correct information and points out the problem with the system.

Oh, for a long time one of the CA DOJ web sites refused to allow a "-" in an email address even though it is a valid email character. They said to just use another email address, but that created problems. It took a really long time to get it fixed and they CA DOJ really didn't care. You can't fire them, so they can provide poor service. They still don't allow a "-" in the serial number, at least the last I checked, which conflicts with the BATF statement about it, but again, they don't care.
