Why do some FFL's make it so difficult to complete transfers?

Met a fellow Calgunner at "The Range Pistol Club" in Fresno on Wednesday 9/5/2018 to transfer a pistol. It had a blocked magazine: They refused to transfer the gun without a 10-Rd magazine. I confirmed the blocked and epoxied magazine only held 10-rds.

Met a different Calgunner at the same place last month to transfer a long gun and they refused because he did not have proof of residence for the long gun transfer.

Did their DL/ID have their current address? If not, the shop may be confusing what they need for the feds vs DOJ. If the address isn't current or lists a PO Box then an additional document is needed to satisfy ATF requirements.

Yea sounds like a misunderstanding.

Proof of residence has nothing to do with long gun transfers, correct address does.

I’m my opinion, any LGS that adds to the law, makes up thief own law, doesn’t understand the law or strait up lies about the law loses my business. I hate the “that’s a felony” guys in the gun world.

It was not a transfer it was a ftf dros . Long only requires valid d/l from seller. Buyer must have valid d.l and proof of residence. . The handgun should have passed or they could do safety demo with their mag or firearm.

A FTF PPT is still a transfer lol the high cap mag as long as it was permanently blocked should have been fine but if it is just blocked I can see the hesitation.

Either way they shouldn’t be making stuff up. Anytime someone does that just ask them to show you the law. 99% if the time it’s a stupid store policy. Leave the lawmaking up to the democrats. Anybody who will tell you they are pro 2A but sill restricts you more than Sacramento needs to re-adjust their opinions

If the residence on the DL is current and not a PO Box, then yes. Otherwise a second form of ID is required.

To be techical, YES, proof of residence IS REQUIRED, but it is the Federal requirement. CA has no proof of residency requirement for long guns.

CA requires proof of residency only for handguns and specifically says that a CA ID/DL is not acceptable, even though with the Real ID you have to provide proof of residency.
