Point of clarification: PC 12020 no longer exists - the PC was re-org'd and the 'deadly weapons' stuff renumbered, effective in 2012.

The definition of SBR is at 17170, the main PC on SBR is at 33210. The exemptions from 'generally prohibited firearms' are at 17700 and following.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

I would disassemble it and transfer it as a barrelled receiver. No barrel length is asked.

Might try and get that in writing. See if you can submit it through the DES questions screen so you can print it off.

The Franklin Armory Reformation meets CA definiton of an "unconventional pistol". [PC 17270]

It's illegal (felony) to import, make, advertises for sale, transfers, or possess an "unconventional pistol" in CA. [PC 31500]

                Penal Code 17270
As used in this part, an “unconventional pistol” means a firearm with both of the following characteristics:
                (a) It does not have a rifled bore.
                (b) It has a barrel or barrels of less than 18 inches in length or has an overall length of less than 26 inches.

                Penal Code 31500
Except as provided in Chapter 1 (commencing with Section 17700) of Division 2 of Title 2, any person in this state who manufactures or causes to be manufactured, imports into the state, keeps for sale, or offers or exposes for sale, or who gives, lends, or possesses any unconventional pistol is punishable by imprisonment in a county jail not exceeding one year or imprisonment pursuant to subdivision (h) of Section 1170.

Starting 01-01-2015, a CA Resident with a C&R FFL/COE is no longer exempt from having to utilize a CA FFL dealer when acquiring a C&R long gun from out-of-state and having it shipped to CA. If the C&R long gun is shipped from out-of-state to CA, then it must be shipped to a CA FFL dealer (who then transfers it to the CA resident with the C&R FFL).

CA passed new laws that went into effect on 01-01-2015, that require CA residents that acquire firearms from another State and import them to CA, to be transferred to them through a CA FFL dealer. [PC 27585]
^The only exemption for a CA resident with a C&R FFL is if they physically acquire the C&R firearm and bring it back to CA. [PC 27585(b)(1)]
These new laws makes it illegal for a CA resident with a C&R FFL to have a C&R firearm shipped from out-of-state directly to their address.
^Misdemeanor per long gun. Felony per handgun.

                  Penal Code 27585
                  (a) Commencing January 1, 2015, a resident of this state shall not import into this state, bring into this state, or transport into this state, any firearm that he or she purchased or otherwise obtained on or after January 1, 2015, from outside of this state unless he or she first has that firearm delivered to a dealer in this state for delivery to that resident pursuant to the procedures set forth in Section 27540 and Article 1 (commencing with Section 26700) and Article 2 (commencing with Section 26800) of Chapter 2.
                  (b) Subdivision (a) does not apply to or affect any of the following:
                  (1) A licensed collector who is subject to and complies with Section 27565.

                  Penal Code 27565
                  (a) This section applies in the following circumstances:
                  (1) A person is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto.
                  (2) The licensed premises of that person are within this state.
                  (3) The licensed collector acquires, outside of this state, a handgun, and commencing January 1, 2014, any firearm.
                  (4) The licensed collector takes actual possession of that firearm outside of this state pursuant to the provisions of subsection (j) of Section 923 of Title 18 of the United States Code, as amended by Public Law 104-208, and transports the firearm into this state.
                  (5) The firearm is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations.
                  (b) Within five days of transporting a firearm into this state under the circumstances described in subdivision (a), the licensed collector shall report the acquisition of that firearm to the department in a format prescribed by the department.

Unknown at this time, since the CA DROS system seems to prevent it.

The DOJ (in a email) instructed me it would need to be registered as a handgun becuase the DROS entry system would not accept a 15 inch rifle. Go figure.

Hopefully this will satisfy the lingering question as to how to "register" a SBR (a Winchester, "Trapper"...a Curio & Relic)) which has been floating around for a while.
Two weeks ago I sent a DROS question in and after a couple of days was instructed to call the DROS "help" line. I did and posed my question to the "helper". She could not answer my question (no surprise there) but said she would pose the question to "management".
Yesterday I received a call back from the "helper" and was told two things: first, I should probable get legal advise as they couldn't answer the question as it would appear they were giving me legal advise!!!
Second, she did pose a theoretical answer (that must have been going way out on a limb) and said that even though an 01 license carries with it all the rights, etc., that an 03 has, that as far as DOJ was concerned I would have to get an 03 as well as the 01 that I have. Then it would be register it using BOF Form 961 and listing my 03 FFL where appropriate.
Can't imagine this is the first time DOJ has ever encountered this situation and no protocol was ever set in place.
I have applied for an 03FFL.

Are you referring to an 03 as in C&R FFL or an SOT. Why would they make you get a collectors license.
