      Could it be that the transfer has to be done by an FFL who is able to deliver it to the Chief of Police if first he cannot lawfully deliver it to the buyer and then is unable to lawfully deliver it to the seller, which in the case would be themself? I also think I read something stating that if neither party to a transfer is a FFL an FFL must be used top do the transfer, which is by definition a PPT. If the transferor is a FFL and acts as an FFL, there is a question as to whether it is a PPT.

        No, it had to do with being an unlicensed dealer even though they have a license, but they are not using it.

          so how would a ffl transfer a gun he bought for personal use from someone to himself if he can't do a PPT to himself?

              Huh? A FFL can do a real PPT, but this is being done as a fake PPT since the claimed owner is false.

              Yes. Not every firearm is recorded. A person moving to CA can bring a firearm with them and get an ID, the PPT it instead of registering it to themselves (within time limits). That would mean that CA would not have any record. But sooner or later the CA DOJ can catch up to the FFL since there is a record of where the firearm came from and it would not match the DROS. Some think that they can get away with things, which is true, they can, at least until they get caught.

                  Yep. Regardless of how much money they make it is not the risk of getting free room and board, as well as all the sex you don't want.

                  It is amazing what some people come up with in order to try to justify violating the law. It is not just FFLs.

                      Well the obvious response is: if they are willing to do then why aren't you doing the transfer through them?

                      I have to wonder how many are really doing it vs. customers claiming that others are doing it.

                        We always explain to even LE folks that we can buy them to sell to them but I can’t DROS them to me personally. The roster really needs to go away somehow. It’s becoming ridiculous as far as the exceptions, PPTs, LE only and the new class that can buy but not sell, OK to bring in from another state if moving here, etc.

                        We’re selling brand new 2006 Corollas in 2017

                          Another thing that we agree on :-). Don't forget interstate intrafamilial transfers.

                          Although I disagree that it is becoming ridiculous, it always has been and it is just getting worse, showing that there are different classes of people. Why should a LEO be allowed to buy a firearm for personal use that others can not?

                          Allowing LEOs to buy non-certified firearms for work shows that it is not about safety as LEOs should have "safe" firearms more than anyone else due to how they use them and it shows that it is just a scam.
