I have heard of FFLs getting a new gun in and transferring it as a PPT.

Funny you say this Kemasa. I was just speaking to ATF about this very thing today. He was telling me about how he's heard some dealers having done this and then being busted on it by DOJ. This was at 9:15 am before the bulletin hit the wire.Interstate Transfers $100 (DROS included with the price)

Just had a very well know Glock customizing company send us a super custom version.
Then argue that it was a Gen3 and good to go and many dealers they use transfer them in CA.
We send it back and they said they are going to send it to another dealer who will do it.

I commented on this nearly two years ago, but had no idea how prevalent the practice was.
In that thread Cokebottle's comment was that the problem was that the FFL could not transfer an off roster handgun into his private collection unless the FFL was himself an exempt person.Some guy on another CalGun thread is adamant that an FFL can sell a non-exempt person an off roster handgun in a PPT as long as it was transferred from inventory into the FFL's private collection at least year before the PPT.
I believe he is flat wrong. Anyway, the fact that he is suggesting such implies that some of the off roster handguns are firearms transferred from inventory by dealers to their private collections.Last edited by Chewy65; 12-08-2017, 12:06 PM.Comment

Actually, even if the FFL is exempt, they can't transfer it to themselves and then do it as a PPT. It seems that there are issues with doing that even though the person is a FFL. I was told why, but I don't remember it enough to say and I don't want to get it wrong, just that it is not an option.Kemasa.

So a police officer can get an ffl and open a store, then buy off roster, transfer to himself and then sell as ppt at his store?Comment
