Do any of you guys know of a new law that goes into effect in 2017, that eliminates the ability of non LEOs to purchase off roster handguns via ppt? I thought that I heard about something about this a few months ago.

I've have never heard anyone with credibility say that this is a real law and don't believe it is. However it seems to be the latest rumour.
I had someone tell me the other day that handguns will be illegal to purchase in california next year because they are removing them all from the roster creating a default ban. People will repeat whatever they hear.Comment

To add to the rumor, I recall seeing something about making it illegal for a LEO to PPT a firearm that they purchased using their exemption, but I don't know if it passed or not.Kemasa.

Creates some new designations of exempt LEO, and the new ones - just those - are forbidden to PPT guns they buy as LE to outside LE.
PC 32000(b)(6)and (c)(1)(6) Subject to the limitations set forth in subdivision (c), the sale or purchase of a handgun, if the handgun is sold to, or purchased by, any of the following entities or sworn members of these entities who have satisfactorily completed the firearms portion of a training course prescribed by the Commission on Peace Officer Standards and Training pursuant to Section 832:

Hmmm, as far as I know, the terms they used are a bit off since normally they don't claim that the firearms are unsafe, which means that these unsafe firearms should not be transferred to LEOs, right? :-)Kemasa.

ONLY THESE NEWLY EXEMPT CLASSES are prohibited from executing a PPT to a non-exempt person.

I think I understand, but I am still confused.
An LEO (peace officer/policeman for an incorporated California city), who has legally been able to purchase non-roster guns and sell them to a non-exempt person via PPT, will STILL BE ABLE TO DO SO after Jan. 1, 2017. Correct?
My friend (and police officer) has some non-roster guns he has decided not to keep. I bought one a couple months ago via PPT at our local FFL, and I want to buy another AFTER Jan. 1, 2017. Can we still legally carry out the PPT with my local FFL? Or is he now unable to sell it to me?
Sorry to seem so daft, but it appears to me since the police officer is not among the newly created classes of exempt persons that he should still be able to sell me an off roster gun via PPT. Did I interpret this correctly?
Thanks for the clarification to my specific example.
I need to know if I should arrange a "lay-away" plan with my friend and do the PPT before 12/31/16!Comment
