I don't think that there is an issue taking firearms apart in regards to the BATF, which is really where the issue would be. You could always document it by transferring it into a gunsmith bound book, then out and back into your normal bound book. It is something to ask the BATF about.
If you remove the features which make it a so-called a-salt weapon prior to 2017, then you should be able to transfer it anytime, but then there are restrictions as to what can be done with it and it would not be able to be registered as a so-called a-salt weapon.
