My question on that is how could we go from a rifle in the book to a receiver once it comes time to sell it? I understand disassembling for cal doj but does this mean we are able to sell them to a customer after 2017 as a receiver?

Of course all this would have to happen before the ball drops on NYE.

I don't think that there is an issue taking firearms apart in regards to the BATF, which is really where the issue would be. You could always document it by transferring it into a gunsmith bound book, then out and back into your normal bound book. It is something to ask the BATF about.

If you remove the features which make it a so-called a-salt weapon prior to 2017, then you should be able to transfer it anytime, but then there are restrictions as to what can be done with it and it would not be able to be registered as a so-called a-salt weapon.

I see that DOJ put out an updated bulletin today regarding this listing, what we assumed would be the options for these so called assault weapons.

BTW, I asked the BATF regarding taking an upper off a complete rifle and was told that would be converting the type of firearm (rifle to other) so it would require an 07FFL. Strange, but I don't make the rules, just passing it on. It is not an official answer, but ...

Curious if FET would then need to be paid. We have had many FFLs ship just receivers of complete rifles.

So its pretty much, pick up before 31st or make it featureless before 2017 then is our only choices.

Ok, so I got an update with a different answer, which is that a 07FFL is not required to unmanuacture a firearm by taking the upper off of an AR type rifle and that a 01FFL can do it. I suspect that the question was asked further up the food change, so it keeps going back and forth. The first answer was that it was ok, then it needed a 07FFL, then now a 01FFL can do it. Nothing is official, so ...
