Yes, because the view of the BATF is that the FFL can refuse to do any transfer. If you found that it might be a straw purchase, you shouldn't deliver the firearm even if the person is approved.

The background check should just be approved or denied. If they have no valid reason to deny the person based on facts, it should just be approved.
Then again there was a person who seemed to get quite angry about dealers not delivering on undetermined, but when you did a search for his name, you had to wonder why he was undetermined instead of denied.Kemasa.
