Opinion: I think the key word to all this is 'infrequent', and being exempt from certain aspects of collecting when holding an FFL3/COE. The spirit of the law is to allow collectors to acquire those firearms that interest them, not run a business out of their garage. That takes an FFL1. There are two parts to a purchase of a C&R. The first is registering it via an Acquisition form, sent to the CA DOJ. The second is notifying the CA DOJ that the firearm has been sold, and to whom, using the Distribution form.
With the guns I have bought over the last couple of years, some of them didn't qualify as C&R's, and were registered thru a local FFL1 DROS/10day. If and when they are sold it will be done via a PPT. I've also bought from private parties, and FFL1's, C&R's within the state registering them using the Acquisition form. If and when they are sold, or disposed of, the CA DOJ will be notified, but that's not likely to happen any time soon as I collect and am not trying to run a business... I just like guns that I personally find interesting.
I have as yet never bought a C&R Out of State, but the OoS auctioneer/FFL1 recognizes C&R's and will ship directly to an FFL3/COE holder. So if the gun I'm interested in doesn't go high enough to give me a nose bleed, I'll have it sent to my address and register it using the Acquisition form. I'm not saying this is right or wrong, but I've see enough comments, and copy/pastes, in this thread to make it a very clouded area. IMHO....
