CA-DOJ consistently ignores Federal law on interstate intrafamilial transfers.

Calling them on the point is a waste of time; the elected leadership of the department refuses to properly train the staff, the telephone-answerers are not lawyers, and phone-only advice is not reliable. A written opinion from the Attorney General or a Deputy AG is required - and they will not issue such a letter to the general public.

As I understand CA gun laws, a firearm can be pass down from parent (not sure if it has to be birth parent) to child without going through Firearm dealer. The parent (including out of state) can send the firearm directly to the child (over 18 years old for rifles or 21 for hand guns). Then the child must fill out the California department of Justice form for the transfer with $15 (can't remember exact amount of my head). However, the rifle must be california compliant before it enters california, it must have a bullet button.

The problematic part is bolded. The requirement for an FFL when a firearm crosses state line is federal law, not state.

Is it possible to do a face to face interstate transfer/gift? Example, son flys to PA to see mother, mother gifts pistol to son. Can the son return to CA with the pistol and fill out the intrafamily transfer form once he's back in CA?

No, because that would violate federal law.
