I'm not an FFL but ...
Based on my reading of your situation, you have two viable options. It doesn't sound like you are interested in dealing with a potential straw purchase.
1) Tell the buyer you no longer will honor the DROS and ask him if there is another FFL he prefers to do the required paperwork. Ship the gun to the FFL at the buyer's expense and be done with it.
2) Tell the buyer you smell a straw purchase and ship the gun back to the vendor. Have him contact the vendor to go further.

Once it goes through a CA FFL, retailer, then that FFL could be subject to the sales tax, which is not worth it. It would still have the CA FFL's name associated with it, which is not a good idea as well.
The only real options are to do the transfer or send it back, not ship it to another FFL. Personally, I would not do the transfer. Too many issues. It might not be a straw purchase, but there is enough of an indication that it is and there is enough evidence that something strange is going on, so either way it is best to not be tied up in it.Kemasa.

Keep in mind, there are no laws requiring a FFL to transfer a firearm to anyone. But there are laws requiring a FFL not to transfer a firearm if they suspect the transferee may be fraudulently receiving the firearm.
