Edit: if they can be blocked without permanently altering them that may be a good bet.

Still though....a jackass LE agent or agency could "interpret" that their own way.

That is true for any 10/X mag that exists in California. In CA "permanent" does not currently have a standard definition in regards to magazines at least.

Collectibles are a different animal though. Example: I recently paid $100 for a nice original mag for an FN 1900. Mags are rare, the gun is even rarer.
If I altered the mags in any way they would be $20 mags instead of $100 mags.
That is a big money difference....at least to me.

You can block them internally and it will not ruin or alter the magazine in any way.

We've done it for many collectible guns whose magazines are expensive

Eight U.S. states, and a number of local governments, ban or regulate magazines that they have legally defined as high-capacity. The majority of states (42) do not ban or regulate any magazines on the basis of capacity. It is a form of gun control.

No law prohibits the "finding" of abandoned or lost magazines. If the magazines were to accidentally fall out of your gun case somehow and someone found them, no crime has been committed. The owner of the mags would have to give up on locating the mags of course before they are legally abandoned.

You'd be amazed at what you can find in trash bins at outdoor ranges. Plenty of folks chuck 'em because they don't know how to fix 'em. I was guilty of doing that back in 2004 or so before I knew better. I'm sure someone made out with my 10/22 mag if they found it.

When advice includes words in quotes, it's generally best to disregard it.

You can just add that the magazines can not be sold in CA. You could also buy the new magazines and then separately sell the old magazines out of state.
Wondering about the current state of legality for selling 'partial' parts kits of magazines. Say just the bodies & springs but no base plates? Would that run afoul of the law?
Then the base plates could be placed gently into the trash can at the curb the day after the sale is finalized.

32310. (a) Except as provided in Article 2 (commencing with Section
32400) of this chapter and in Chapter 1 (commencing with Section
                        17700) of Division 2 of Title 2, commencing January 1, 2000, any
person in this state who manufactures or causes to be manufactured,
imports into the state, keeps for sale, or offers or exposes for
sale, or who gives, lends, buys, or receives any large-capacity
magazine is punishable by imprisonment in a county jail not exceeding
one year or imprisonment pursuant to subdivision (h) of Section
                        1170.
                        (b) For purposes of this section, "manufacturing" includes both
fabricating a magazine and assembling a magazine from a combination
of parts, including, but not limited to, the body, spring, follower,
and floor plate or end plate, to be a fully functioning
                        large-capacity magazine.

The bolded part would likely be a problem with "finding." Especially if the person who "found" the magazine happened to do so just after you "abandoned" the magazine and then sold them the handgun it came from..

What is the opinion on finding a magazine several years before buying a handgun that it happens to fit?

I must be missing something here. If you can't get legal mags for it, but plan to sell it in CA without the mags, wouldn't that greatly devalue the sale of the firearm?

Find out if the guy who you sell it to has a buddy who is LE. Give him the mags and then he could always use them in his presence.

ROFL- I bought well over a hundred mags just before the ban and have been filling in my collection. I have about 2 dozen that I have no clue what they go to since they are completely unmarked.
