    Question on Timing of DROS

I'm not an FFL, just a gun owner.

I'm wondering if the DROS can be prepared (but not submitted) before a gun is available to be transferred. Here's two examples:

    1) I go to my LGS and find a pistol that I want to purchase, but it's too soon as I have another purchase pending under the 1 handgun in 30 day rule. Could the DROS be prepared in advance and then submitted on day 31 without me returning to the LGS?

    2) I have a pistol (on roster) enroute to my FFL from Davidsons or Gun Broker. Before that pistol arrives could the DROS be prepared, and then submitted when the FFL receives the pistol, without me making another trip to the FFL?

DROS are prepared at the time of transfer. They cannot be "pre-dated", so until the laws are changed, a gun transfer is a 2 trip affair.

    Wish it weren't so

rbetts is somewhat correct. If you go to the shop in advance, they can do a DROS worksheet (CALDOJ provides a form for this), gather all of your information and then submit the DROS when the firearm arrives. The DROS itself cannot be submitted in advance.

Thanks, that's what I was trying to ask. But I assume it requires a knowledgeable and willing FFL to go that route.

Yes, the DROS worksheet is the way that it can be done. If the FFL goes to a gun show and does not have Internet access, they can use a worksheet and submit it when they get back. The waiting period starts when it is submitted, not when the worksheet is signed. There is nothing which says that the worksheet has to be used to submit the DROS asap.

I'm pretty sure most FFL's are aware that this can be done, but some choose not to do it. I prefer you to come back in and start the second one. I will hold paperwork and submit it but you need to call and remind me to submit it. I have been know to get busy and a month flies by without me noticing.

I am not sure that most FFLs are aware of the DROS worksheet. In fact, I would be willing to bet that many are not aware of it, nor aware that it can be used. Also, the DROS worksheet PDF is old, which is a bit of an issue as well.

I still use it. If they want to ding me for it they can explain in court why they never updated it. If they want me to follow the rules and use their forms then they better dang well keep the forms up to date.

You can use the DROS system to print a preview, which is basically a worksheet, plus then you have swiped the ID, as required.

I have a 2014 PDF version. Not sure of where I got it from.

The problem is with changes in 2015. I submitted an issue and the response was that they know that changes are needed, but they don't seem to really care or to get it.
