I'm not an FFL, just a gun owner.
I'm wondering if the DROS can be prepared (but not submitted) before a gun is available to be transferred. Here's two examples:
1) I go to my LGS and find a pistol that I want to purchase, but it's too soon as I have another purchase pending under the 1 handgun in 30 day rule. Could the DROS be prepared in advance and then submitted on day 31 without me returning to the LGS?
2) I have a pistol (on roster) enroute to my FFL from Davidsons or Gun Broker. Before that pistol arrives could the DROS be prepared, and then submitted when the FFL receives the pistol, without me making another trip to the FFL?
