question for apply a FFL (Los Angeles)

i went to LA city hall for the business license, they told me i have to get the police permit cross the street,then i called the LAPD for the permit, they told me i have to get the FFL 1ST, but i saw the ATF website, it stated i have to get the business license before i get FFL.....its confuse me..anybody could give me a hand?

i found some old post in CALGUNS, however its more than 1500+ days so gotta open a new post.

If your in LA city dont waste your time.

I had an FFL in LA city at one point, its a nearly impossible battle
