    Retired LEO and HR218

    My father retired a few years ago from a Federal LEA covered under HR218. He thinks he needs some sort of annual qualification and a state issued LTC/CCW to carry. Is he correct? I was talking with Gene Hoffman a couple years ago and he said that NOTHING but his retirement ID is required. Is this true? If so, where can I tell him to go to confirm this.

    I'm not entirely certain how in state it would work for fed's, but for me retired from a municipal agency I need to carry in state my retired ID with ccw endorsement (good for 3 years). For out of state under LEOSA (HR218) my id, and a letter issued by the department that states that I have qualified to the department standard within the last 12 months, along with meeting the other requirements spelled out in HR218 itself. So I believe yes he needs to qualify with either the agency he retired from or some other agency willing to do that qualification.

      This would be a problem since, his agency does not have a program to qualify retirees and his local SO and PD won't allow him to use their facilities.

        He can qualify with anyone who is 'certified' to qualify CA LEOs. He then carries his retired credential along with his qualification.

          My department endorses CCW for 5 years on retirees I.D. Not every retiree gets a CCW and not every retiree will get the CCW renewed.

            I have to qualify yearly for HR218, and every five years for a regular CCW if I don't care about HR218. I qualify yearly...

              Keep in mind, a retired California cop (or a cop from another state or a fed) that qualifies yearly and meets the LEOSA requirements, does not have to have his/her old department provide the 5 year renewal. They will need the initial ID card that certifies they meet LEOSA requirements, but once they have that, they really do not need to ever contact their old department.

              LEOSA is good in all 50 states and territories, so if a retired California LE officer maintains his/her annual LEOSA status, he/she does not have to get his/her old department to provide the 5 year renewal, as they can carry under the authority of LEOSA.

              There are a number of companies owned by active and retired cops that meet the qualification requirements and can provide the necessary certification that meets LEOSA requirements.

                  What about background checks? My department does a basic background check upon renewal. Is this not required?

                    So anyone who is a certified POST firearms instructor can qualify him? How would he go about documenting it? Do the qualification results get sent to a central agency/registry? Or, is just having a retired ID and proof that he qualified enough even if he doesn't have a CCW endorsement on his ID?

                        As a retired fed in CA, I had my retired in good standing ID from my former agency and since CA has no Statewide LE firearms standard, we qualified via our agency and signed quals semi-annually. Actually needed only annual qual. Carried my retired creds/badge.

                          Covered 6 provides tactical training in Los Angeles and abroad. We also have security services and patented products for the first responder.


                          A first rate Southern California training facility that has a number of LE qualified Range Masters. I am sure they can answer any and all questions relative to having a private company provide 218 certification, and the required documention.

                            I can't vouch that "any certified POST firearms instructor" is capable of qualifying him, but there are certainly some who are qualified todo so. I also don't have any knowledge the information gets sent anywhere to any central registry. In my somewhat limited experience, qualification instructors generally fill out a form or card of which a copy is given to the person who qualified.

                            No CCW endorsement is needed on the credentials for the purposes of LEOSA. Simply credentials + proof of qualification within a year is sufficient.
