"Blue cards" have not been in use for 10plus years.... When a transfer is done at a CA FFL with assault weapon lincense, the FFL dealer will fill out a Assault Weapon Registration forum via Adobe forum.... There is no way to transfer with out a AW letter from the department..... Just not possibleComment
